THE WHAT? China has announced a zero-tariff policy for imports from 53 African countries with which it maintains diplomatic ties, enabling duty-free access to the Chinese market for a wide range of African goods, including cosmetics and personal care products.
THE DETAILS Announced in mid-2025, the policy was followed by the participation of a Western Cape business delegation at the China-Africa Economic and Trade Expo (CAETE), held from 12 to 15 June in Changsha. The delegation, facilitated by Wesgro, showcased products across categories including organic cosmetics, fresh flowers, wines, teas, and nutritional items.
Wesgro, the Western Cape’s trade and investment promotion agency, reported that exports from the province to China totaled R11.76 billion in 2024. In response to China’s zero-tariff announcement, the agency plans to assess how regional businesses can capitalise on the expanded access, particularly in high-growth consumer sectors such as beauty and personal care. The initiative is supported by a partnership between Wesgro and Standard Bank Group, aimed at helping African exporters engage directly with Chinese buyers and navigate cross-border trade.
THE WHY? China’s removal of import duties for African countries creates new commercial pathways for the continent’s cosmetics and personal care manufacturers, especially those operating in the natural and organic space. With the beauty sector in China continuing to grow, African exporters are positioned to benefit from lower market-entry barriers and enhanced buyer connectivity. The policy shift also aligns with broader efforts across the continent to diversify exports and build resilience in consumer goods sectors through trade partnerships and access to global markets.
