U.S. Representatives Introduce Bill to Modernize Sunscreen Ingredient Approval

THE WHAT?  A bipartisan group of U.S. lawmakers has introduced the SAFE Sunscreen Standards Act to reform how the Food and Drug Administration (FDA) evaluates and approves over-the-counter sunscreen ingredients.

THE DETAILS The proposed legislation—backed by Representatives Dave Joyce, John Joyce, Debbie Dingell, and Deborah Ross—aims to modernize the FDA’s sunscreen ingredient review process by allowing the use of real-world evidence and nontraditional scientific data to assess safety and effectiveness. It also supports the use of non-animal testing methods and requires the FDA to update its administrative order on pending sunscreen ingredients. Additionally, the bill mandates that the Department of Health and Human Services publish annual reports on the FDA’s progress and adoption of alternative testing. The legislation responds to longstanding criticism that the FDA has not approved a new sunscreen filter since the 1990s, leaving U.S. consumers without access to newer UV filters available in other countries

THE WHY? Skin cancer remains the most diagnosed form of cancer in the U.S., yet American sunscreen formulations continue to lag behind international markets due to regulatory delays. The bill aims to address these gaps and update the framework for evaluating sun care ingredients in line with current scientific and ethical standards.
