India’s Anti‑Dumping Duties on Vitamin A & Rubber-Chemicals Shake Up Cosmetic Supply Chains

THE WHAT? On June 7, 2025, India’s Ministry of Finance imposed five-year anti‑dumping duties on Vitamin‑A Palmitate and insoluble sulphur imports from China, Japan, Switzerland, and the EU—aimed at protecting local manufacturers against underpriced foreign competition.

THE DETAILS:

Vitamin‑A Palmitate, a key ingredient in fortified foods, pharmaceuticals and cosmetics, will now face duties ranging from US$0.87/kg (DSM, Switzerland) to US$20.87/kg (other Chinese exporters), with a medium rate of Us$11.09/kg on EU imports.

Insoluble sulphur, a vulcanization agent used also in cosmetic packaging seals, carries tariffs between US$259–$358/MT—US$307/MT for Chinese, US$259/MT for Shikoku (Japan), and up to US$358/MT for other Japanese exporters.

THE WHY?  The duties took effect immediately and are WTO-compliant, following DGTR findings of dumping practices causing “material injury” to India’s domestic producers.
