DOE Withdraws Funding for Eastman’s Texas Chemical Recycling Plant

THE WHAT? The US Department of Energy has rescinded a US$375 million grant to Eastman for a planned molecular recycling facility in Texas, casting uncertainty over the company’s efforts to scale sustainable plastics recycling in North America.

THE DETAILS Originally announced in March 2024, Eastman’s Texas facility aimed to process 110,000 tonnes of hard-to-recycle plastic waste annually using methanolysis. It would have marked the company’s second U.S. chemical recycling plant, targeting complex waste streams such as multi-layer beauty and personal care packaging. The project was among 24 to lose funding from the DOE’s Office of Clean Energy Demonstrations, with Eastman quietly removing the initial press release from its website. The company’s French recycling initiative remains in development despite delays.

THE WHY? The funding cut is a setback for circularity efforts in beauty and personal care, where chemically recycled materials are key to reducing reliance on virgin plastics. Eastman’s setback may slow the availability of sustainable packaging solutions for beauty brands under pressure to meet environmental targets.
